For years, Telegram cultivated a reputation for staunch resistance to government requests. Its founder, Pavel Durov, became synonymous with digital freedom, famously opposing demands for user data. This defiance even led to his brief arrest in France in August 2024, amidst broader pressures on the platform.

Before September 2024, Telegram’s official position was to only ever provide data in cases of confirmed terrorism. In fact, transparency reports indicate only 14 such requests were fulfilled globally up to September 30, 2024. Then, the policy changed. The numbers since paint a stark picture.

For 2024 alone, Telegram’s transparency data reveals a dramatic increase in information requests. US authorities issued approximately 900 requests, covering 2,253 users. In India, a staggering 14,641 requests targeted 23,535 users. The UK saw 142 requests, affecting 293 users. You might feel a chill at the sheer scale of this increase, from 14 requests to thousands, now reaching into routine criminal investigations.

It is crucial to understand what data is shared. Telegram provides a user’s phone number and IP address. It does not provide message content. This distinction is vital. Your actual conversations are not handed over, but the metadata—who you are and where you connected from—is now accessible to law enforcement under specific conditions. You might feel a familiar sense of unease, knowing even this limited data can construct a detailed shadow of your digital life.

The Crucial Distinction: Cloud Chats Versus Secret Chats

You may use Telegram daily, trusting its reputation. But most of your conversations are not protected by end-to-end encryption. This is a common misconception. Ordinary Telegram chats, often called ‘cloud chats,’ are client-server encrypted. This means your messages travel encrypted to Telegram’s servers, and from Telegram’s servers to the recipient.

Telegram holds the keys to these messages on its servers. This is what allows you to access your entire chat history from any device, at any time. This convenience comes with a cost: should Telegram be compelled by a judicial order, they could theoretically access and provide your message content, even if their policy states they do not. However, their current policy only covers phone number and IP address. It is important to know the mechanism, not just the stated policy.

Secret Chats are different. They offer genuine end-to-end encryption. Here, only you and your recipient hold the keys. Not even Telegram can read these messages. Secret Chats are one-to-one, device-specific, cannot be forwarded, and can be set to self-destruct. They are a true whisper between two individuals, intended to leave no trace. Protecting What Can Still Be Kept

Given these realities, you can take steps to secure your communications within Telegram. These actions will not change Telegram's policy, but they will enhance your personal privacy posture.

1. For anything truly sensitive, open the person's profile, tap the '...' icon, then select "Start Secret Chat." Remember to set a self-destruct timer for added security.
2. Navigate to Settings > Privacy and Security > Phone Number, and change "Who can see my phone number" to "Nobody." This limits discoverability.
3. Regularly check Settings > Devices and remove any active sessions you do not recognise. Unauthorised access can be a quiet breach.
4. In Settings > Privacy and Security, explore the "Auto-Delete Messages" option for chats that do not require a permanent archive. This helps manage the data residue.

Even with these precautions, a residue remains. Secret Chats are strictly one-to-one and reside on a single device.
